The Visionary
for District 5

My focus for Corpus Christi’s District 5 is a platform that balances industrial economic growth with everyday quality of life.

I support a common-sense approach that strengthens water security, keeps water affordable for residents, invests in reliable infrastructure and public spaces, promotes crime prevention and public safety, and addresses homelessness with accountability and compassion.

 

I am committed to good governance through transparency, fiscal responsibility, ethical leadership, and strong anti-corruption measures that earn the public’s trust.

I believe in growing locally owned businesses, attracting diverse, high-quality jobs not only in heavy industry but also in other sectors, and creating opportunities that allow our next generation to build their future here in Corpus Christi while expanding our tax base.

Water Security and Affordability

I support a diversified water supply that balances responsible desalination, sustainable groundwater, and support city efforts on effluent water reuse for industry to secure our water future. However, we must ask: why should residential ratepayers shoulder long-term debt when major industrial users receive a significant share of the water supply?

Responsible Desalination

I support desalination that is science-based to protect our bays, marine ecosystems, and coastal resources. It must be fiscally responsible, ensuring costs are fair and do not place unnecessary burdens on our ratepayers, especially our residents.

Oppose Inner Harbor Seawater Desalination Project
  • Unfair Debt for Decades: This $1 Billion capitol project could raise monthly water bills for residents for decades to cover the principal and interest payments, even with the low-interest state financing. 
  • Limited Expansion: Concerned that at 30MGD, this project has no room for expansion.
  • Opportunity Cost: Massive debt obligations limit our ability to fund streets, drainage, parks, and public safety.
  • Offshore Priority: I support responsible intake and discharge offshore over Inner Harbor location.
Sustainable Groundwater & Conservation
  • Efficient Delivery: Support emergency use only, not a long-term water supply strategy, the development of the existing Nueces and Evangeline Aquifer projects via the Nueces River and Mary Rhodes Pipeline as these projects are a quicker, lower-cost alternative to desalination.
  • Rural Neighbors First: We must avoid large-scale pumping that impacts private wells and rural communities. City must provide transparent scientific studies, hydrology reports, ongoing wellfield monitoring, mitigation measures and a plan to address any impacts to protect neighboring wells and rural landowners.  
  • Water Quality: We need strict monitoring of salinity and Total Dissolved Solids (TDS) levels as high concentrations pose a risk to our water quality, agriculture and ecosystems.
  • ASR Priority: Direct CCASRCD, created in 2006, (Corpus Christi Aquifer Storage and Recovery Conservation District) to complete the underground storage project within 2 years for drought resilience. This effective water supply strategy stores treated water underground in an aquifer during wet periods and recovers it during droughts, it's less vulnerable to evaporation than surface reservoirs.
Vision for District 5

As your City Council representative, I will advocate for transparent decision-making, responsible investment of taxpayer dollars, and sustainable water policies that put our community first. We need financial responsibility before committing to decades of debt to ensure our water security.

Address Homelessness to Strengthen Our Economy

Through my volunteer work with The Free Store and participation in the Homelessness Point-in-Time (PIT) Count, I’ve seen that homelessness is not only a social challenge but also an economic issue that affects Corpus Christi’s stability and growth. By addressing root causes and investing in effective support services, we can reduce pressure on public health and emergency systems, lower long-term taxpayer costs, and create a safer, stronger, and more prosperous District 5 for residents and businesses.

My Priorities for District 5 in Corpus Christi
  • Housing First Solution: Support diverse affordable housing and transitional housing programs that help people move from the streets into stable homes. 
  • Regional Collaboration & Workforce Re-entry: Support coordinated outreach efforts with Nueces County and non-profits to maximize community resources for hygiene facilities, storage options, mental health and addiction recovery services. Support job training programs to help individuals transition back into the local economy.
  • Crisis Intervention Team: Expand specialized response teams to address mental health and substance abuse calls to reduce the number of non-criminal calls handled by police officers. 
  • Keep police focused on public safety: Improve response times of law enforcement for emergency response and crime prevention to keep our neighborhoods, public areas and business districts safe. This supports local businesses, ensures taxpayer dollars are used effectively and helps build a safer, cleaner, more prosperous community.  
  • Support Tourism and local business: Partner with local businesses to address challenges related to homelessness while maintaining compassion. This supports vibrant commercial districts, encourages tourism, attracts investment, strengthens property values, and grows Corpus Christi's economy for residents and visitors alike.​

Vision for District 5

Every resident deserves dignity, respect, and a fair opportunity to succeed. By addressing homelessness with practical and results-driven solutions, we can create a cleaner, safer, and more welcoming city. This approach supports residents, strengthens local businesses, attracts tourism dollars, grows our tax revenue, and helps build a stronger economy that benefits everyone in District 5 and across Corpus Christi.

Public Safety, Crime Prevention, and Responsibility

I am committed to a secure and thriving District 5. I support maintaining strong General Fund support for police and fire departments to recruit, retain, train, and equip the personnel needed to keep our neighborhoods safe, proactive crime preventions programs and transparent communication with local law enforcement and firefighters to ensure every resident feels safe.

Expanding Safety and Managing Growth
  • Crime Control and Prevention District (CCPD) 1/8-cent sales tax initiative: Renew CCPD 1/8-cent sales tax initiative this November (set to expire April 1, 2027) to maintain dedicated funding for public safety, crime prevention programs for youth and adults, technology, equipment, and community initiatives that reduce crime and improve quality of life without raising property taxes.
  • Police Crisis Intervention Team (CIT): Support expanding the CIT, which pairs officers with mental health professionals when responding to non-violent situations involving individuals experiencing homelessness, mental illness, or substance use disorders. This connects people with the appropriate services while allowing police officers to focus on crime prevention and emergencies.
  • Rapid Growth Management: District 5's sprawl through rural annexation has brought new housing, businesses, schools and new public safety demands. We must carefully manage our General Fund budget to maintain reliable funding for police, firefighters, code enforcement, and animal care services as our community continues to expand.

Vision for District 5

As our Southside grows, we must balance public safety, crime prevention, mental health and homelessness services, and fiscal responsibility to build safer neighborhoods for our families, support businesses, and keep Corpus Christi a safe place to live, work and thrive.

Good Governance

I am committed to accountability, transparency, and fiscal responsibility. My goal is to achieve a balanced budget, keep debt at sustainable levels, and spend taxpayer dollars wisely to prevent waste and favoritism. I will make decisions openly and ensure residents have a voice in the process. Through ethical leadership and strong anti-corruption measures, I will build trust between City Hall and our community it serves.

Honesty and Accountability
  • My promise is simple: Tell the truth, keep my word, be accountable, and serve with integrity.

  • Communicate openly: Make facts clear, take responsibility for my decisions and answer for my votes with reason. When mistakes are made, I will acknowledge them, explain what happened, and work to correct them.

  • Accountability: Hold the city manager and executive team accountable and work to ensure taxpayers can trust that decisions are made in the public’s best interest, not for political or special interests.

Transparency
  • Protect the public's right to be informed: Ensure residents know how and why decisions are made. Publish accurate, accessible, and understandable information in a timely manner so taxpayers can stay informed and engaged.

  • Expand public access to records: Press the City to proactively publish frequently requested public records, contracts, expenditures, and reports online without requiring an open records request to promote transparency and deter corruption.

Prioritize High-Impact Agenda Items
  • Restructure the agenda: Place the most critical items early in the meeting, before the consent agenda items, when City Council members and staff are the  sharpest to drive the most productive discussions, better decision-making, and effective governance.

Anti-Corruption
  • Public office is a public trust: Residents deserve confidence that decisions are made in the community's best interest, not for political influence or personal gain.

  • Stronger ethics rules: Support complete transparency in campaign contributions and enhanced conflict-of-interest disclosures with city contractors,  developers, and industries, posted online so the public knows exactly who is funding political influence.

  • Independent ethics oversight: Support the creation of an independent Ethics Commission that is not appointed by City Council to hold City Council members and City officials accountable.

Vision for District 5

Voters should have access to clear information so they can decide for themselves whose interests are being represented. I commit to make every effort to have a quick response time to emails, phone calls and public comments. My campaign is focused on ensuring City Hall works for residents, taxpayers, and neighborhoods, not special interests seeking influence over public decisions. I will work hard to earn your trust.

Community Development and Economic Opportunity

Investing in District 5 means prioritizing the fundamental infrastructure that supports our daily lives and ensures local businesses can thrive. My vision is for a community that is well-connected, resilient to weather events, and economically vibrant, ensuring that our growth is both sustainable and beneficial for every resident.

My Infrastructure and Growth Priorities
  • Street Maintenance and Repair: Address the backlog of road repairs in District 5 to provide safer and smoother roads for residents. 
  • Drainage Infrastructure: Improve drainage systems to prevent flooding and protect our homes, neighborhoods, and local businesses from heavy rain. 
  • Local Economic Growth: Streamline city processes to help new and current locally owned small businesses so they can grow, expand and hire more people and attract diverse employers that provide high-quality jobs to expand our tax base.
  • Smart Growth: Ensure that industries and developers pay for the infrastructure needed to support growth, such as reliable utilities, public spaces and green spaces, protecting current residents from additional costs.
  • Revitalizing Public Spaces: Invest in parks and community centers, keep library hours accessible, continue to build protected bike lanes and interconnecting bike trails to create safe spaces for families and enhance quality of life in our district. Pursue grant funding for future projects and provide transparent communication about the future plan for the relocation of the Dr. Clotilde P. Garcia Public Library.

Vision for District 5

A stronger District 5 starts with the basics: safe roads, effective drainage, and a thriving local economy. By focusing our investments on these core priorities, we aren't just fixing potholes, we are laying the groundwork for a promising future where our children can live, work, and thrive right here in Corpus Christi.
